He reflects about a political figure he knew, (maybe President of the U.S. at the time), and states he thinks the man was a "fine gentleman", ..."a credit to the Presidency and to our nation"... Possibly he is talking about President Calvin Coolidge or Hoover from the 1920's.

He talks about the recent completion of a center barrier but there are still many accidents from other causes, including a recent fatality from a car pulled over to repair a flat tire.
