Mayor of New York City, Rudy Giuliani at a press conference about the NYC Budget. (In 1990 he was US Attorney for the Southern District of New York. He had lost his bid to be Mayor in 1989 and then succeeded in 1993). This press conference was most likely in 1993 or later when he was Mayor of NY (his first term).
He speaks into several mics about a veto to the budget proposed by the City Council (too fast!)which would have potentially made many irresponsible cuts - eliminating empl oyees from the Sheriff's Dept city, major cuts to the Finance Department, cuts to portions of the Dept of Business Services among others.
